PL under 20,000 and u can only fuse with someone within 1000 of ur power level
PL 20,000 to 50,000 and u can fuse with someone within 5000 of ur power level
PL 50,000 to 100,000 and u can fuse with someone within 10,000 of ur PL
PL 100,000 to 500,000 and u can fuse with someon within 50,000 of ur PL
PL 500,000 to 1,000,000 and u can fuse with somone 100,000 of ur PL
PL 1,000,000 to 2,000,000 can fuse with someone 300,000 of ur PL
